Mr. Brian Thomas is the Managing Engineer and San Bernardino Regional Manager for Engineering Resources of Southern California, Inc. Mr. Thomas is a Registered Civil Engineer (P.E.) in the State of California and is a Qualified SWPPP Developer (QSD) through the California Storm Water Board. He is also a registered Safety Assessment Program (Disaster Services Worker) with the State of California Office of Emergency Services.
Mr. Thomas has over 26 years of professional civil engineering experience as related to public and private design and construction of civil engineering projects. He has been involved with design, construction and inspection, plus review of a variety of public works projects. Mr. Thomas has also prepared, coordinated, reviewed and submitted Funding Applications for a variety of County, State and Federal Programs. Mr. Thomas has a broad base of experience in various disciplines including site development; streets and roads; water and sewer infrastructure improvements; utility master plans; urban water management plans; grading; drainage and flood control facilities; and storm water pollution prevention plans (SWPPPs). He also provides Assessment Engineering Services for the Company’s Clients.
Mr. Thomas has been involved with the development of city budgets and the implementation of cities’ CIP programs for the rehabilitation of streets, storm drains and utility upgrades. As a contract and a project manager, he is familiar with local, state and federal requirements as they relate to a municipal project. He currently serves as the Consulting District Engineer for Running Springs Water District and has provided water tank, waterline, sewer, roadway, building, and drainage engineer/design services to a number of public agencies throughout Southern California over the past 26 years.
Mr. Thomas attended California State University, Fullerton, where he received a Bachelor of Science in Civil Engineering and studied additional structural engineering at the graduate level at California State University, Fullerton, California. In addition, he has kept current with Assessment Engineering via extended education at University of California, Los Angeles and continues to attend roadway design, building design and construction methods, water resources engineering, environmental engineering, and storm water management and construction management seminars throughout Southern California.
Mr. Thomas is an active member of the American Public Works Association (APWA), the American
Concrete Institute (ACI) and the American Water Works Association.
